摘要
本文旨在从土地集约利用的角度,合理确定低效工业用地,探索存量土地有效利用的发展模式,促进开发区土地供给侧结构性改革和经济转型建设。借助层次分析法、多因素综合评价法、自然段点法等研究方法,对内蒙古开发区的工业用地效益进行评价。研究结果表明:根据开发区不同行业企业用地状况综合分值,可分为极优利用、高效利用、适度利用、一般低效利用、低效粗放利用5种类型;高效与极优利用企业数量占比最低的是建材行业,轻工行业的得分均值最高,石油、煤炭及化工行业、机械行业的评价结果处于中间水平;从整体来看,一般低效利用和适度利用为内蒙古开发区参评企业中主要的用地程度类型;从空间分布状况来看,轻工行业、石油、煤炭及化工行业、机械行业、建材行业的低效用地分别集中分布在呼伦贝尔市、鄂尔多斯市、包头市以及锡林郭勒盟,4个行业在全区空间分布上整体呈现出“两头高中间低”的“U”型低效用地分布格局。研究认为:行业内与行业间的差异性对企业用地程度有一定的影响,应当针对不同行业和地区,提出低效工业用地处置模式与对策,微观上为企业和行业提供再开发利用的方向,宏观上为地方政府对开发区或企业管理和监督提供依据。
The purpose of this study is to rationally determine the low-efficiency of industrial land and to promote structural reform,economic transformation,and construction of the land on the supply side of the development zone from an intensive land utilization perspective.Research methods include the analytic hierarchy process,multi-factor comprehensive evaluation method,and natural interval point method.The results are as follows:(1)according to the comprehensive land use score of enterprises in different industries in the Development Zone of Inner Mongolia,five types of land use are determined:extremely excellent use,efficient intensive use,moderate use,generally inefficient use,and extensively inefficient use;(2)the building materials industry has the lowest average evaluation score,lowest proportion of high-efficiency,and exceptional utilization enterprises,whereas light industry and the petroleum,coal,chemical,and machinery industries have the highest and average scores,respectively;(3)inefficient and moderate utilization are the primary degree of enterprise land use types in the Inner Mongolia Development Zone;(4)from a spatial distribution perspective,inefficient land use in the light industry,petroleum,coal,chemical,machinery,and building materials industries is concentrated in Hulunbuir City,Ordos City,Baotou City,and Xilinguole League.The overall spatial distribution of the four industries in the region presents a"U"type inefficient land use proportion map"high at both ends and low in the middle".The research concludes that different industries impact the degree of enterprise land use differently.We should propose a disposal mode and countermeasure for inefficient industrial land use for different industries and regions,provide redevelopment and utilization directions for enterprises and industries on the micro level,and provide a basis for local governments to manage and supervise development zones and enterprises at the macro level.
