摘要
从国家战略、行业改革和强化履职等三个层面论述开展长江流域经常性水生态监测的必要性,对流域水生态监测的现状与问题进行分析,综合考虑现有工作基础和条件,提出长江流域经常性水生态监测的目标、内容和效益,以期为长江流域经常性水生态监测的实施提供依据,保障流域社会经济可持续发展。
This article discusses the necessity of carrying out regular water ecological monitoring in the Yangtze River Basin from three levels:national strategy,industry reform,and enhanced performance of duties,analyzing the current status and problems of watershed ecological monitoring,comprehensively considering the existing work foundation and conditions,and proposing the objectives,content,and benefits of regular water ecological monitoring in the Yangtze River Basin,thus to provide a basis for the implementation of regular water ecological monitoring in the Yangtze River Basin,ensuring the sustainable development of the socio-economic development of the river basin.
