摘要
地方农业科研院所可以划分为省级和地市级两个方阵,文章从定"根"在区域产业、定"性"在农业科研、定"位"在支撑引领、定"向"在强农兴农、定"策"在融通创新、定"格"在顶天立地等方面讨论了培育地方科研强院的"六定"模式,从人才强、体系强、政策强、战略强、组织强、文化强等视角论述了支撑强院的"六强"逻辑,并从增强政治引领力、提升人才聚集力、培养学科竞争力、激发科技创新力、发展社会服务力、涵育文化软实力等维度提出了建设强院的"六力"路径。
Local agricultural research institutes can be divided into provincial and prefectural squares.The so-called"Six Set Model"of building a powerful academy was discussed in the paper,that is,set root in the regional industry,set character in agricultural scientific research,set the position on support and leading,set orientation on vitalizing agriculture,set policy on integration and innovation,and set character of indomitable spirit.The"six strong"supporting logic was discussed from aspects of strong talents team,strong system,strong policy,strong strategy,strong organization and strong culture.Finally the"six force"path for building a strong academy was put forward,i.e.,enhance political leading force,foster talent gathered force,cultivate the competitiveness of subjects,stimulate innovation of science and technology,develop social service force,raise soft culture strength.
