摘要
构建"一带一路"创新共同体对破解沿线国家发展困境具有突破性引擎作用。本文系统地总结了国外创新共同体的成功经验,分析了"一带一路"创新共同体的基础条件,并结合沿线国家的发展需求、创新能力差异及其资源禀赋的实际情况,提出了以共同引进技术为主,打造技术综合应用型创新共同体;以双方创新优势互补为主,打造联合开发型创新共同体;以共同输出技术为主,打造产能合作型创新共同体;以特色资源共享为主,打造资源互补型创新共同体四种模式,以期推动"一带一路"创新共同体的成功构建。
The construction of"Belt and Road Initiative"innovation community play a path-breaking role in solving the development predicament of the countries along the route.This paper systematically summarizes the successful experience of foreign innovation community,and analyzes the basic conditions of"belt-road"innovation community.Combined with the development needs of the countries along the route,the actual situation of different innovation ability and resource endowment of the countries along the route,this paper puts forward the idea of jointly introducing technology as the main factor and building the comprehensive applied innovation community of technology;following ideas:complementing the innovation advantages of the two sides and building the joint development innovation community.In order to promote the successful construction of"Belt and Road Initiative"innovation community,we should build a cooperative innovation community based on common export technology,and build a complementary innovation community based on the sharing of characteristic resources in order to promote the successful construction of the innovation community of"Belt and Road Initiative".
