摘要
目前,水稻新品种的推广过程缓慢,而且还有很多审定的新品种难以得到推广应用。导致这种现象的问题有很多。从新品种的使用者角度分析,这些问题包括全面、准确、及时地获得新品种信息的渠道不畅,缺乏充分的售后服务保障及购种渠道单一等;从品种育成者的角度分析,这些问题包括相关政策尚需进一步完善,缺乏强有力的新品种推广主体,知识产权难以得到有效保护及新品种的推广机制不顺等。为加快优良新品种在适宜地区的推广应用,笔者针对这些问题,提出了努力培育大型种子企业、加强新品种的试验示范及加强市场监管等建议。
At present,the extension process of new rice varieties is slow,and there are many approved new rice varieties are difficult to be promoted.There are many problems that lead to this phenomenon.From the point view of the users of new varieties,these problems include the lack of comprehensive,accurate and timely access to information on new varieties,the lack of adequate after-sales service guarantee and the lack of a single purchase channel,etc,these problems include further improve related policies,the lack of a strong main body to promote new varieties,the difficulty of effective protection of intellectual property rights and new varieties of promotion mechanism is not smooth.In order to speed up the popularization and application of new varieties in suitable areas,the author puts forward some suggestions,such as cultivating large seed enterprises,strengthening the test and demonstration of new varieties and strengthening the market supervision.
