摘要
非正式雇员制度是地方治理研究中一个非常重要的议题,也是中国与欧美公共管理研究差异很大的一个方面。本文通过案例研究,对内蒙古自治区L县人社系统的非正式雇员群体进行实证分析,试图从人员类型、薪酬和激励等方面呈现中国基层政府非正式雇员的人事管理状态。本文提出,中国基层政府非正式雇员的存续有其巨大的历史惯性和特有的演化逻辑。从古到今,官僚等级管理制度经历了从古代官阶的三层架构到现代基层雇员的三层透视结构的变迁,并且经历了基层治理“双轨”政治向政府雇员双重身份的演化。从传统治理的实用主义逻辑来看,非正式雇员的身份更符合地方政府社会治理的需要。在现代社会,这一群体逐渐成为基层治理的“隐形之轨”,即作为基层社会治理的缓冲带、缓解地方社会就业压力的手段,以及入仕预备队。
The institution of informal employees is an important issue of local government research and is also the significant difference between the public administration in China and in America and European countries.This paper attempts to analyze the category,salary,incentive systems of informal employees in local governments by the case study of the Human Resource and Social Security Bureau of L County.This paper suggests that the existence of informal employees in local governments of China has its great historical inertia and the evolution of logic.From ancient times to the present,the bureaucratic management system goes through the three-tier architecture of official rank to three-tier perspective construction of local employees.It also goes through the“double-track”politics of local governance to dual identity of local employees.From the perspective of pragmatic logic of traditional governance,the status of informal employees is more in line with the needs of local governance.The informal employees are the“invisible track”of local governance,which means the buffer of local governance,the way of relieving employment pressure in local society and the reserves of entering the official career.
