摘要
聚焦财政性科研经费的具体特征,特别是针对财政性科研经费监管的需求,应当对其性质进行明确界定,主要应当关注两个方面的特点,即作为资助方的政府部门对经费使用及管理的主导作用,以及作为资助对象的科研人员从经费中获得人力成本补偿的程度与方式。进而,围绕这两方面特点,根据相关理论,从中选取相应的理论指标,并从理论维度建构较为系统性的分类框架。
Highlighting the specific characteristics of the financial research funding,especially the need for regulation of financial research funding,this paper aims to clearly define its nature,focusing on two main aspects of its characteristics:one is the government’s(as the donor)leading role on the usage and management of the fund;the other one is the researchers’(as the donee)extent and methods of the labor compensation benefited from the funding.Thus,based on above two aspects,according to related theories,this paper chooses some corresponding theoretical indicators,and constructs relatively systematic classification framework from the theoretical perspective.
