摘要
生态文明建设目标责任体系及问责机制是生态文明制度体系的重要内容,其演进历程大致可以划分为:探索阶段(20世纪80年代至2005年)、进一步发展阶段(2006—2015年)、成型阶段(2016年以后)。党的十八大以来,特别是“十三五”期间,生态文明建设目标责任体系及问责机制日益成型,其基本框架涵盖约束性指标和专项考核、综合性目标评价体系、引导性考评、部门分工机制、问责机制5个方面的内容。随着生态文明建设目标责任体系及问责机制不断强化,生态文明建设发生转折性变化,但是在执行中也造成地方政府“一刀切”“层层加码”等问题。为此,需要从统筹优化生态文明领域的考评工作、明晰生态文明建设各主体责任、规范与完善督察问责程序等方面予以改进。
The target responsibility system and its accountability mechanism is an important component of China’s system of ecological civilization.Its evolution can be divided into three stages:the initial exploration stage(1980—2005),the further development stage(2006—2015),and the consolidation stage(after 2016).Since the 18th National Congress of the Communist Party of China,especially during the 13th Five Year Plan period,the target responsibility system and its accountability mechanism for China’s ecological civilization has been increasingly consolidated.The basic framework covers five aspects:binding indicators and specified assessment,a system of comprehensive target evaluation,guiding assessment,departmental division-of-labor,and the accountability mechanism.With the continuous strengthening of the target responsibility system and its accountability mechanism,China’s ecological civilization has achieved progresses with historical significance.However,the problems such as“one size fits all”solution and“increased pressures layer by layer”caused by local governments make it imperative to further improve its system and its implementation.The direction for improvement includes:To overall optimize the evaluation of ecological civilization progress,to further clarify the responsibilities of each actor in ecological civilization progress,to standardize and improve the procedures for supervision and accountability.
