摘要
民族地区整体贫困的普遍性、特定族群贫困的深度性仍然十分突出,在“后脱贫时代”应坚持“绿色发展、生态减贫”的原则。政府绿色治理的制度设计、产业循环体系以及公众绿色消费和低碳生活共同构成了绿色发展的“三方主体”行为框架,共同构建了“三位一体、多元协同”的治理体系。民族地区绿色发展与减贫路径和对策包括各类生态资源“三权分置”的制度创新,弘扬少数民族群众的生态伦理文化及提升生态文化自觉意识,以生态资源、生态资本和文化资本促进民族地区产业结构绿色转型升级,培育以生态资源为基础的一二三产业融合发展的“第六产业”增长极,持续实施和完善生态移民、生态修复、生态补偿,以及发展生态循环农牧业,开发和应用清洁能源等。
The universality of overall poverty in ethnic minority areas and the deep poverty of specific ethnic groups are still conspicuous.After 2020,the principle of“green development and ecological poverty alleviation”should be adhered to.The institutional reform of the government's green governance,the industrial recycling system,the public green consumption system and the low-carbon life system constitute the behavioral framework of the three parties for green development,who work together to build a governance system of“trinity and multiple synergies”.The path and strategies of green development and poverty alleviation in ethnic minority areas include the institutional innovation of“Three-rights Separation”of various ecological resources,promoting the ecological and ethical culture of ethnic minorities and enhancing the consciousness of ecological culture,promoting the green upgrading of the industrial structure in ethnic minority areas with ecological resources and ecological capital,constructing the growing point of“the sixth industry”dependent on the integrated development of primary,secondary and tertiary industries based on ecological resources,implementing and improving ecological migration,ecological restoration,ecological compensation continuously,and developing the eco-recycling agriculture and husbandry as well as clean energy.
