摘要
“合唱”是马克思对无产阶级作为领导者与农民阶级形成联盟共同革命的形象比喻。农村地区针对重大疫情开展的疫情防控就是农村基层党组织领导农民群众开展的“合唱”。在疫情防控“合唱”中,农村基层党组织面临“合唱”杂音多、“合唱者”发音不精准和协同性不够的挑战,即防控环境、防控主体能力、政策执行和宣传、防控组织协同等挑战。要打破这种“合唱”困境,需要在环境降噪、夯实音准、统一音色等方面下功夫,即以公共安全治理理念为导向,在党的领导下,发挥主体能动性,进行防控源头治理、科技防控、防控组织化建设、依法防控。
Marx compared the alliance of the proletariat and farmers to a"chorus".The prevention and control of covid-19 in rural areas is a"chorus"led by rural grass-root party organizations.In the"chorus",rural grass-root party organizations are confronted with challenges:"lots of noise","out of tune"and"discordance",namely,rural areas'bad surroundings,main body's lower capacity,inefficiently policy implementing and publicizing,and organization discoordination in preventing and controlling the pandemic.In order to break the dilemma,the"chorus"should"reduce noise","tune the tone for higher accuracy",and"unify timbre".That is to say,guided by the concept of public security governance,under the leadership of the Party,pandemic prevention and control should be targeted,scientific,organized and legal.
