摘要
旨在厘清数据再利用内涵以及构建数据再利用生态系统模型,为国内数据再利用实践提供借鉴与参考。在明确数据再利用相关概念基础上,比较数据再利用与数据共享、数据使用的异同,构建数据再利用生态系统模型。从协同工作、开放文化创建与激励、数据互操作、应用工具开发、再利用科学贡献保障5个方面提出数据再利用生态系统发展的应对措施。
The paper tried to clarify the meaning of data reuse and build a healthy data reuse ecosystem model,aiming at providing reference for domestic data reuse practice.Based on clearing concepts related to data reuse,it compared the differences and connections of data reuse and data sharing,data use,then built a healthy data reuse ecosystem model.The countermeasures for the development of the healthy data reuse ecosystem were proposed from five aspects:collaborative work,open culture creative and incentive,data interoperability,application tool development,and scientific contribution guarantee of data reuse.
