摘要
政治动员是国家应对重大突发性公共危机的重要手段。面对突如其来的新冠肺炎疫情,以习近平同志为核心的党中央迅速果断采取行动,通过强有力的政治领导、高精准的动员命令、总体性的决策部署、全方位的能力保障和全社会的应急响应展现出中国强大的政治动员能力,为赢得疫情防控的胜利提供了坚强保障。同时,新冠肺炎疫情的防控也集中暴露了我国在政治动员中存在的一些短板。我们需要以此次疫情防控为重要契机,进一步加强政治动员的统一领导,加强应急管理的政策协调,加强次生灾害的有效治理,加强政治动员的法治保障,以更好地将社会主义制度优势转化为强大的治理效能。
Political mobilization is an important means for a country to deal with major public emergency.In the face of the sudden outbreak of COVID-19 epidemic,the Central Committee of the CPC with Comrade XI Jinping as the core acted quickly and decisively.Through strong political leadership,highly precise mobilization orders,comprehensive decision-making and deployment,all-round capacity guarantee and emergency response of the whole society,the CPC and the Chinese government have demonstrated strong political mobilization ability,providing a strong guarantee for the victory in epidemic prevention and control.At the same time,the prevention and control of the COVID-19 epidemic also exposed some weak links in China's political mobilization.We need to take the epidemic prevention and control as an important opportunity to further strengthen the unified leadership of political mobilization,strengthen the policy coordination of emergency management,strengthen the effective governance of secondary disasters,and strengthen the rule of law guarantee of political mobilization,so as to better translate the advantages of the socialist system into strong governance effectiveness.
