摘要
在全面分析重庆市耕地占补平衡指标调剂方式、保障制度、取得成效等基础上,系统梳理现行指标调剂存在问题,提出指标调剂措施:第一,建立直接交易、短期拆借、实物抵押等多样化的交易方式,交易主体宜为区县人民政府,可委托区县自然资源管理部门实施交易。第二,市级指标储备库、区县指标留用库和市场指标交易库的指标规模比例宜为2∶6∶2。第三,当年取得的补充耕地指标宜设置不超过1年的留存封闭期,未按期使用的自动进入市场再交易。第四,主城区申请受让指标规模原则上不超过上一年度补充耕地任务的50%,其他区县申请受让指标规模原则上不超过上一年度审批占用耕地数与补充耕地任务数的差值。
Based on a comprehensive analysis of Chongqing's cultivated land occupation and compensation balance index adjustment methods,security systems,and achievements,the system has sorted out the existing index adjustment problems and proposed index adjustment measures:First,establish direct trading,short-term borrowing,pledges and other diversified way to trade,trading main body should be for county people's government,can entrust to implement trade area county department of natural resources management.Second,the index scale ratio of municipal index reserve database,district and county index retention database and market index trading database should be 2∶6∶2.Third,in the year of the acquisition of supplementary arable land indicators should set no more than 1 year of retention closed period,did not use automatically enter the market to trade.Forth,in principle,the scale of the application for transfer of farmland in the main urban areas shall not exceed 50%of the task of adding farmland in the previous year;in principle,the scale of the application for transfer of farmland in other districts and counties shall not exceed the difference between the number of occupied farmland examined and approved in the previous year and the number of tasks of adding farmland.
