河南省自动监控运维服务质量评估体系设计与实现 被引量:1

Design and Implementation of Automatic Service Quality Operation and Maintenance Monitoring Facilities in Henan Province

摘要 基于现行的《污染源自动监控设施现场监督检查办法》(19号令)、《固定污染源烟气(SO2、NOx、颗粒物)排放连续监测技术规范》(HJ 75)、《水污染源在线监测系统运行与考核技术规范》(HJ 355)等法规标准,设计了污染源自动监控设施运维单位服务质量评估体系,印发管理办法并开发评估管理系统实现对运维单位的服务质量评估。评估结果能够客观反映运维单位服务质量状况及能力水平,也为排污单位选择自动监控设施运维单位提供了信息参考服务。 Based on the current guidelines of“Measures for On-site Supervision and Inspection of Pollution Source Automatic Monitoring Facilities”,“Specifications for Continuous Emissions Monitoring of SO2,NOx,and particulate matter in the flue gas emitted from stationary sources”(HJ75),and“Technical specifications for the operation and assessment of waste water on-line monitoring system”(HJ355)and other regulations and standards,this study designed a service quality evaluation system for the operation and maintenance unit of the automatic monitoring facility for pollution sources.It issued management regulations and developed an evaluation management system to achieve service quality evaluation for the operation and maintenance unit.The evaluation results can objectively reflect the service quality status and capability level of the operation and maintenance unit,and also provide information reference service for the pollutant emission unit to choose automatic monitoring facilities operation and maintenance unit.
