摘要
由于客观时代背景的局限,近代中国未能及时融入世界海洋发展的轨道,因而也造成了长期缺位于世界海洋强国之林的窘境。民族国家构建完成以后,海洋利益在国家发展战略中的地位日益凸显。为了维护国家的海洋权益,在新的历史时期中国必须重筑新型的海洋观并改变海洋疆域治理模式与理念,在提高管控海洋疆域能力的基础上,以全球的视野实施海陆一体化的科学发展战略。事实表明,建设海洋强国是我国整体安全战略的需要,同时也是实现伟大的中国梦不可或缺的重要组成部分。
Due to the objective limitation of era background,modern China has not been able to integrate into the world s marine development in time,causing the long-term absence of China in the world s maritime powers.After the completion of its nation-state construction,the maritime interests become increasingly prominent to China in its national development strategy.In order to safeguard the national marine rights and interests in the new historical period,we must rebuild a new view of the ocean and change the governance model and concept of the ocean territory.That is,on the basis of improving the ability to control the ocean territory,we should pursue the strategy of scientific development of land and sea integration from a global perspective.Facts show that the construction of maritime power is not only the need of Chinese overall security strategy but also an indispensable part of realizing the great Chinese dream.
