摘要
"双评价"是保证国土空间规划科学性的有效抓手,如何客观、科学地开展评价工作,并有效支撑国土空间规划,是本轮规划改革的重要任务之一。文章结合宁夏、三亚等地的"双评价"实践,探讨"双评价"的理论基础、内涵及实践中的技术难点,为"双评价"工作的优化和国土空间规划的科学编制提供参考。
Dual evaluations are an effective measure of rational national land use and spatial plan,an an objective and scientific evaluation is a major mission in planning reform.Based on the practice of Ningxia autonomous region and Sanya city,the paper studies the theoretical foundation,connotation,and critical technical points,and provides a reference for the scientific compilation of national land use and spatial plan.
