摘要
农业产业化联合体凭借多主体联合开展的分工协作,契合了供给侧结构性改革背景下构建现代农业经营体系的现实要求,成为引领现代农业经营体系建构的标杆。成就的取得得益于组织在内部规制、主体行为、市场结构领域的创新:经营秩序创设、交易费用节约和组织收益让渡。组织创新同时,组织发育也不可避免出现家庭农场经营"去家庭化"、成员行为选择"俱乐部化"、忽视联结小农户、合作关系不平等等问题,一定程度上使得组织进化不仅面临内部利益联结弱化、成员分化风险,也与政府支持政策目标相背离。有为的政策设计应聚焦于避免政府创租、主体寻租、非排他性资源利用等农业公益性服务领域,探索和创新脱离补贴激励、项目推动的组织创设支持路径。
With the division of labor and cooperation carried out by multiple subjects,agricultural industrialization coalition could conform to the realistic requirements to construct modern agricultural management system under the background of supply-side structural reform,and would become the benchmark to lead the construction of modern agricultural management system.The achievements could benefit from innovations in the fields of internal regulation,behavior of subjects and structure of market:creation of management order,saving of transaction costs and transfer of organizational incomes.At the same time as organizational innovation,organizational development will inevitably have problems such as"de-familyization"of family farm management,"clubization"of member behavior,neglect of connecting small farmers,and unequal cooperation.These problems would not only make organizational evolution face the risk of weakening internal benefit-connection and members’differentiation,but also could deviate from the goal of support policies.Promising policy design should focus on avoiding government nonprofit renting,subject rent-seeking,non-exclusive resource utilization and other agricultural public welfare service areas,exploring and innovating to create support paths away from"incentive subsidy"and"progressive policies".
