摘要
【目的/意义】对智库能力体系进行探讨,有利于提高智库发展的整体水平,有利于增加国家软实力和综合实力。【方法/过程】借鉴情报流程,从研判选题能力、信息收集能力、思想生产能力和传播转化能力四个方面,构建智库能力体系。采用回归分析,验证智库能力之间的关系以及各能力对综合能力的影响程度,形成智库能力体系的综合评价。【结果/结论】研究表明,国内智库能力水平参差不齐,比较突出的能力和比较薄弱的能力有所差异,但相互之间存在共性。故从研判选题能力、信息收集能力、思想生产能力和传播转化能力四个方面对智库能力建设提出建议。
【Purpose/significance】The discussion on the capacity system of Think Tank is conducive to improve the overall level of the development of Think Tank and increase the soft power and comprehensive strength of country.【Method/process】From the perspective of intelligence process, it constructs the capacity system of Think Tank from four aspects which involve the ability to study and judge topics, the ability to collect information, the ability to produce ideas and the ability to disseminate and transform ideas. Regression analysis is used to verify the relationship between the capabilities of Think Tank and the degree of influence of each capability on the comprehensive capability, so as to form the comprehensive evaluation of the capability system of Think Tank.【Result/conclusion】The research shows that the capability level of domestic Think Tanks are uneven, with some differences between prominent and weak abilities, but there are commonalities between them. Therefore, this paper puts forward some suggestions for the capacity construction of Think Tank from four aspects.They are the ability to study and judge topics, the ability to collect information, the ability to produce ideas and the ability to disseminate and transform ideas.
