摘要
基于治理理论、利益相关者理论,高职院校可构建党委与校长、党政管理部门、二级院系教学单位、教师、学生等利益相关主体构成的内部质量保证治理体系的基本框架,以及由决策指导、沟通协商、自主自治、质量监管、质量评价等构成的主要治理机制,据此提出对策建议:健全质量保证治理责任体系,增强质量保证治理一致化水平;健全质量保证治理关系体系,增强质量保证治理协同化水平;健全质量保证治理制度体系,增强质量保证治理程序化水平;健全质量治理文化体系,增强质量保证治理过程化水平;健全质量保证治理平台体系,增强质量保证治理信息化水平。
According to governance theory and stakeholder theory,the basic framework of the internal quality assurance governance system for higher vocational college is composed of the college party committee and the president,the management department,the teaching units,teachers,students and other stakeholders.Then,the main mechanisms such as decision-making guidance,consultation and communication,autonomy and self-government,quality supervision,quality evaluation,and the key ways such as governance mechanism,governance system and governance platform for the internal quality assurance governance system are given.Finally,the countermeasures and suggestions are proposed which include improving the responsibility system of quality governance assurance,to enhance the level of quality assurance governance consistency;improving the quality assurance governance relationship system,to enhance the level of quality assurance governance coordination;improving the control system of assurance governance,to enhance the level of quality assurance governance procedure;improving the quality governance culture system,to enhance the level of quality assurance governance process;improving the quality assurance governance platform system,to enhance the informatization level of quality assurance governance.
