摘要
动物检疫电子出证工作是信息时代对动物检疫工作提质增效的重要技术支撑。河南省自2011年全面实行动物检疫电子出证,已经实现了动物原产地、目的地检疫监督信息互联互通与实时共享,与国家中央级兽医卫生大数据平台实现了有效对接。本文围绕"纵向延伸,上下关联,横向拓展,数据共享"等要求,就如何以动物检疫电子出证为轴心,扩展延伸其功能,与动物卫生监督工作深度融合,进行探索研究和应用分析,以期为动物卫生监督管理工作乃至畜牧业生产、动物疫病预警防控决策,提供扎实、全面的数据支持。
In the information era,animal quarantine could be improved and supported by electronic-based animal health certificate issuing system that had been fully applied in Henan Province since 2011,which realized the interconnection and real-time sharing of animal quarantine supervision information,and effectively connected with national data platform of veterinary health. Focusing on the electronic-based certificate issuing system,the extension and expansion of its functions were explored and studied in this paper. It was showed that the quarantine declaration requirements were vertically extended through setting up declaration platform and pre-network acceptance conditions;the authority of quarantine and certification was further supervised by linking the regulatory records,animal production files and livestock and poultry identifications;the cooperative capabilities were horizontally expanded by improving the management of online certification and blacklist system,implementing vehicle registration system and strengthening the tracking management of animal transportation;the big data of electronic-based certificate issuing were mined and utilized through a series of technologies including electronic code,laser burn tracing of pork,mobile client,data analysis,etc. Therefore,some references were provided for animal health supervision management as well as early warning,prevention and control of animal diseases.
