摘要
对湖北省孝感市的调查表明,大学毕业生返乡创业就业行为特征主要表现在:就业产生集中在工业和服务业、就业区域多为高新区和城区,群体来源主要是本省高校,主要是本专科毕业生,比较胜任现有岗位,对政策满意度较高。但返乡创业就业也存在不少的现实问题:社会对大学毕业生返乡创业就业认识不到位;高端人才远远不能满足产业和企业发展需求;配套政策落实不到位;取得实习实训岗位难度大,实习岗位不匹配;生活基地建设缺乏有效载体,实训基地管理有待规范。引导大学毕业生返乡创业就业,可采取政策引导、人才超市服务、实习基地前导、创业孵化器吸引、线上线下服务引导等模式,以高校毕业生就业创业服务为重点,加快人才公共服务信息化建设,为大学毕业生返乡创业就业提供良好的服务环境和政策支持。
According to the survey in Xiaogan,Hubei,the behavior characteristics of entrepreneurship of graduates after returning hometown are mainly reflected in concentration on industry and service industry,high-tech zones and urban areas;source from s and universities in Hubei Province;mainly graduates;high competency for the existing positions;high policy satisfaction.However,there are many practical problems in entrepreneurship and employment after returning hometown,such as lack of social understanding on employment of university graduates after returning hometown;insufficient high-level talents far from meeting the demands of industry and enterprise development;poor implementation of supporting policies;difficulties in obtaining internship and training posts,and mismatch of internship posts;lack of effective carriers for construction of living base,and lack of standardized management of training bases.To guide graduates to return hometown for entrepreneurship and employment,governments should adopt modes such as policy guidance,talent supermarket service,practice base preceding,incubator attraction,and online and offline service guidance;focus on the employment and entrepreneurship service of graduates;accelerate the informatization construction of talent public service;provide good service environment and policy support for graduates to return hometown for entrepreneurship and employment.
