摘要
论述了“飞地经济”对于沈阳产业优势互补协同发展的重大战略和现实意义。认为沈阳“飞地经济”业已初具规模,并取得一定成效,但是还存在市场化运作不畅、利益共享机制不健全、飞地园区规模化不足等问题,致使产业发展仍存在条块分割、链条脱节、集群化发展缓慢等挑战。作为国家重要装备制造业基地的沈阳,有必要以“飞地经济”为突破口和契机,在规划布局、利益划分、平台建构、统一市场等方面构建独具地方特色的“飞地经济”发展模式,实现产业联动共赢,推进产业跨越式发展,推动老工业基地新型工业化的腾飞。
This article discusses the great strategic and practical significance of“enclave economy”for the complementary and coordinated development of industrial advantages in Shenyang.It believes that Shenyang's“enclave economy”has begun to take shape and has achieved certain results.However,it still has problems such as poor market operation,incomplete benefit sharing mechanism and insufficient scale of the enclave park.These problems have caused challenges such as fragmentation,disjointed chains and slow cluster development in industrial development.Shenyang as an important national equipment manufacturing base,it is necessary to use the“enclave economy”as a breakthrough and opportunity to build an“enclave economy”development model with local characteristics in terms of planning layout,interest division,platform construction,unified market,etc.to achieve win-win industrial linkage,and promote development of industrial leapfrogging and new industrialization.
