摘要
灾害管理的政治研究强调基于灾害管理本位,探析灾害管理与政治之间的互动,并从灾害管理周期阶段理论出发将二者关系进一步结构化。政治注意力在灾害管理的政治之研究中具有独特价值,政治注意力的分配与竞争所形塑的灾害管理的政治环境,使得灾害管理与政治在风险管理、应急准备、应急响应以及恢复管理层面的互动深化为政治注意力与灾害管理运作之间的联系。同时,大数据方法的兴起也为政治注意力测度提供了数据与方法上的可行性,这亦为政治注意力作为灾害管理的政治研究新视角提供可能。
The political research on disaster management emphasizes on analyzing the interaction between disaster management and politics based on the disaster management standard,and further constructs the relationship between the two from the perspective of the cycle stage theory of disaster management.This paper focuses on the unique value of political attention in the study of the politics of disaster management and explores political attention as the basic approach,framework and method of political research on disaster management.The political environment of disaster management shaped by the distribution and competition of political attention deepens the interaction between disaster management and politics at the level of risk management,emergency preparedness,emergency response and recovery management into the connection between political attention and disaster management operation.At the same time,the rise of big data method also provides the feasibility of data and methods for political attention measurement,which will provide academic increment for political research on political attention as disaster management.
