摘要
随着人口老龄化的日益严重,台湾地区开始探索实施老年人长期照顾政策。台湾地区长期照顾政策经历了萌芽、探索、成熟和深化的发展过程。2007年、2016年,台湾地区相继出台“长期照顾十年计划”“长期照顾十年计划2.0”政策,在服务对象的广泛性、服务内容的丰富性、服务体系的完善性、资金来源的多元性方面均有所提升。然而,台湾地区长期照顾政策仍面临财政支出压力大、专业服务人员供给不足、受益群体覆盖面不高、服务质量难以保证、岛内民众参与度较低等一系列问题。大陆地区应吸取其经验教训,在完善长期照顾体系的同时,强化社区、企业和政府资源整合,重视护理人才培训和智能护理产业发展,加强政策宣传力度,不断健全老年人长期照顾政策。
With the increasing aging population,Taiwan began to explore the implementation of long-term care policy for the elderly.Taiwan’s long-term care policy has gone through the process of germination,exploration,maturity and deepening development.In 2007 and 2016,Taiwan successively issued“Long-term Care Ten-year Plan”and“Long-term Care Ten-year Plan 2.0”policies,which improved not only the universality of service objects,but also the richness of service content,the perfection of service system and the diversity of capital sources.However,Taiwan’s long-term care policy still faces a series of problems,such as heavy financial expenditure pressure,insufficient supply of professional service personnel,low coverage of beneficiary groups,difficulty to guarantee the quality of service,and low participation of the people.The mainland of China should learn from its experience and lessons,while improving the long-term care system,strengthen the integration of community,enterprise and government resources,pay attention to the training of nursing talents and the development of intelligent nursing industry,strengthen policy publicity,and constantly improve the long-term care policy for the elderly.
