摘要
从经济增长质量、经济可持续发展等概念入手,通过对这些概念进行梳理和分析,由此对高质量发展的内涵,从社会矛盾变化、新发展理念、产业结构调整等角度加以界定,构建以高效供给、高质需求、协调公平、绿色发展、经济健康运行以及对外开放程度高等为衡量标准的评价体系。进而从提高资源配置效率、促进产业结构升级、增强创新驱动等方面对推动高质量发展提出可行路径。
The 19 th National Congress emphasized the importance of quality for economic development and clarified the main contradictions and general tasks of the new era. China’s economic development has shifted from a stage of rapid growth to a stage of high-quality development. Research on the connotation, indicator system, and path of achieving high-quality economic development is still in its initial stage, and many issues have not yet reached consensus. This paper begins with the concepts of the quality of economic growth and sustainable economic development, and through combing out and analyzing these concepts, defines the connotation of high-quality development from the perspectives of changes in social contradictions, new development concepts, and adjustment of industrial structure. We will establish an evaluation system based on efficient supply, high quality demand, coordination and fairness, green development, healthy economic operation, and opening up to the outside world. In addition, it puts forward feasible ways to promote high-quality development in terms of improving resource allocation efficiency, enhancing innovation drive and promoting industrial structure upgrading.
