摘要
人口老龄化为我国医疗保险制度带来巨大挑战,医疗保险制度作为保障老年人医疗需要重要制度安排,是积极应对人口老龄化的重要途径。文章运用文献研究法、对比分析法、归纳总结法等方法,在分析我国医疗保险制度供给及实施现状的基础上,研究借鉴美国、日本、德国、澳大利亚关于老年人医疗保险制度的经验,提出建立老年人医疗保险制度,强化老年人医疗保险的政策保障;强调政府责任,重视老年人健康权益的保障;健全医疗保险体系,满足老年人多层次、多样化的医疗需求;统筹城乡发展,促进老年人医疗保险权益的公平正义等启示与思考。
An ageing population has brought about huge challenge for the medical insurance system in China. Medical insurance system, as an important institutional guarantee for medical needs of the elderly, is an important way to deal with the aging of the population. Using the methods of literature research, comparative analysis and summary, this paper, based on the status quo analysis of the supply and implementation of medical insurance system in China, studies the experience of the United States, Japan, Germany and Australia on the medical insurance system for the elderly, and puts forward reflections including establishing a medical insurance system for the elderly and strengthening its policy guarantee, emphasizing the responsibility of the government and attaching importance to the protection of the health rights and interests of the elderly, improving the medical insurance system to meet the multi-level and diversified medical needs of the elderly, coordinating the development of urban and rural areas, and promoting the fairness and justice of the health insurance rights and interests of the elderly.
