摘要
乡村振兴战略是新时代“三农”工作的总抓手。产业兴旺居于乡村振兴战略总要求的首要地位,是实现乡村全面振兴的重要经济基础。产业兴旺不仅具有经济繁荣与市场价值活力的内在属性特征,而且在内容、结构、组织、布局、功能等方面具有更丰富的多重价值要求。总体来看,在实现产业兴旺目标要求下,乡村产业发展仍然存在着产品质量效益不高、产业融合程度不深、科技创新能力不强、高素质专业人才匮乏、金融支持能力偏弱、基础设施配套不足等诸多障碍。亟须构建一个多元化的涵盖人才、质量安全、财政支持、金融服务、产业主体、科技创新、基础设施建设以及产业融合等领域的战略支撑框架。
The strategy of Rural Revitalization is the primary tool for the work of"agriculture,rural areas and farmers"in the new era.Industrial prosperity is the primary position of the general requirements of rural revitalization,and it is an important economic basis for the overall revitalization of rural areas.Industrial prosperity not only has the inherent characteristics of economic prosperity and market value vitality,but also has more multiple value requirements in content,structure,organization,layout and function.Generally speaking,in order to achieve the goal of industrial prosperity,there are still many obstacles in the development of rural industry,such as low product quality and efficiency,low degree of industrial integration,weak ability of scientific and technological innovation,lack of high-quality professionals,weak ability of financial support,and inadequate infrastructure.It is urgent to build a diversified strategic support framework covering talents,quality and safety,financial support,financial services,industrial subjects,scientific and technological innovation,infrastructure construction and industrial integration.
