摘要 本文分析了新冠肺炎疫情对企业劳动关系带来的影响,在梳理各级人社部门出台的稳定劳动关系相关政策的基础上,提出了树立大局意识、合理对待应急措施、发挥三方机制作用、视疫情程度分类施策的工作思路,以及加强对相关政策的解释,为劳动关系双方通过民主协商方式处理相关问题提供帮助,适当放松工时管理并加强企业工时方面指导,密切关注并深入研究疫情对用工形式的后续影响,指导企业依法合规制定减员方案,妥善处理疫情引发的劳动纠纷的政策建议。 This paper analyzes the impact of the COVID-19 outbreak on labor relations in enterprise.On the basis of reviewing all the policies relating to establishing harmonious labor relations issued by labor and social security departments at all levels,it puts forward policy recommendations in response to the outbreak.The recommendations include the appropriate use of emergency measures from the perspective of an overall situation,giving play to the role of the tripartite mechanism,building the working concept of giving different guidance to enterprises depending on the extent of epidemic,strengthening the explanation of the relevant policies,providing help to the two parties in dealing with issues relating to labor relations by means of negotiations,properly loosening working time arrangements and strengthening the guidance to enterprise,paying close attention to and making an in-depth study on the impact of CONVID-19 outbreak on the employment forms in the following periods after the outbreak of CONVID-19,providing guidance to enterprises in dismissing employees in accordance with regulations and rules,handling properly labor disputes arising from the outbreak.
