摘要
随着江苏沿海开发战略的实施,以及“十三五”规划对拓展蓝色经济空间、建设海洋经济强省的战略部署,江苏省海洋经济已取得较大的成就。江苏沿海发展战略有利于推动海洋产业转型升级,促进海洋产业技术结构、组织结构、生产方式变革,推进战略性新兴产业集群发展。新型经济全球化背景下对海洋产业转型升级提出了新的要求,海洋产业的优化与转型升级应该以海洋资源能否得到合理利用、比较优势能否得到充分发挥、海陆产业能否协同发展为原则。阐述了江苏省海洋产业转型升级的必要性,分析了江苏省海洋产业现状及存在问题,提出了新型经济全球化背景下江苏省海洋产业转型升级对策建议。
With the implementation of the coastal development strategy of Jiangsu province and the strategic deployment of the 13th Five Year Plan to expand the blue economic space and build a strong marine economy province,the marine economy of Jiangsu province has made great achievements.Jiangsu coastal development strategy is conducive to promote the transformation and upgrading of Jiangsu’s marine industry,promote the transformation of the technological structure,organizational structure and production mode of marine industry,and promote the development of strategic emerging industrial clusters in Jiangsu.Under the background of new economic globalization,new requirements have been put forward for the transformation and upgrading of marine industry.The optimization and transformation and upgrading of marine industry should be based on the principles of whether marine resources can be reasonably utilized,whether comparative advantages can be fully utilized,and whether marine and land industries can coordinate development.This paper expounds the necessity of transformation and upgrading of Jiangsu's marine industry,analyzes on the current situation and existing problems of Jiangsu's marine industry,and puts forward countermeasures and suggestions for transformation and upgrading of Jiangsu's marine industry.
