摘要
淮河是新中国成立以来第一条系统治理的大江大河。鉴于淮河治理的重要性与复杂性,深刻剖析淮河涝灾成因与致灾机理,阐述了进一步治淮需重点解决的关键科学问题与技术难题,遵循新时期治水思路,提出了新时期进一步治淮的流域综合治理模式设想,为进一步治淮提供理论依据与技术支撑。
The Huaihe River is the first big river to be harnessed since the founding of new China. In view of the importance and complexity of the Huaihe River governance, profound analyzing the causes and mechanism of waterlogging in the Huaihe River, and expounding the key scientific and technical problems to be resolved in further governance of Huaihe River. Following the idea of water control in the new period, the paper puts forward a tentative plan for further comprehensive river basin management of the Huaihe River governance in the new period, and providing a theoretical basis and technical support for further harnessing the Huaihe River.
