摘要
残疾人康复、托养中心的建设是政府关爱弱势群体、帮助残疾人建立生活信心、培养生活自理能力和改善生活品质的一项重点民生工程。残疾人康复、托养中心为残疾人提供个性化的托养服务和康复评估、康复训练、技能培训、辅助性就业和社会功能恢复等精准康复服务。托养中心通常设有托养护理、康复训练、生活服务、无障碍设施体验、社会功能适应训练和辅助性就业等功能区,配备了现代化的康复训练、生活起居和辅助性就业等设施设备,方便残疾人使用;并通过康复训练、生存技能的培训,使残疾人能够融入社会,实现自身价值。通过托养护理,使残疾人更换一个生活环境,增强其生活康复的信心,同时给照顾残疾人的家属一个放松心情、调养生息的时间。电气系统的无障碍设计是满足残疾人托养中心运营的重要保障。文章结合某残疾人康复、托养中心的设计,分析各种不同残障类型人士的特点和生活需求以及服务管理要求,设置不同类型电气无障碍系统及设施,更好地为残疾人服务。
Rehabilitation and care centers for disabled people are a key livelihood project for governments to care for the vulnerable groups, and regain confidence in life, develop self-care ability and improve life quality of disabled people. Such centers are generally provided with functions including nursing care, rehabilitation training, life services, accessibility facilities experience, social function adaptation training and supported employment, as well as modern facilities and equipment for rehabilitation training, daily life and supported employment to facilitate disabled people. As such, disabled people can integrate into society and achieve self-worth after training on rehabilitation and survival skills, and their family members taking care of them can get relaxed and recuperated also. Taking one rehabilitation and care center for disabled people as an example, characteristics, living demands and service management requirements of disabled people with different types of disabilities are analyzed, and different types of electrical accessibility systems and facilities are proposed accordingly to accommodate the rehabilitation and care demands.
