摘要
政府购买公共体育服务,是改进政府提供公共体育服务方式和改善公共体育服务的创新举措。通过对CZ市武进区进行调研,分析武进区政府购买公共体育服务的背景,研究结果表明:CZ市武进区政府购买公共体育服务的购买主体是武进区体育局;购买模式是合同委托为主,公开招标为辅;购买内容以组织开展群众体育活动为主。但CZ市武进区政府购买公共体育服务出现了供需困境:CZ市武进区政府购买体育社团公共体育服务的财政与税收政策有待进一步完善;CZ市武进区政府购买体育社团公共体育服务的购买方式需进一步多样化;CZ市武进区政府的公共体育服务购买流程需进一步规范;CZ市武进区政府以委托代理方式购买的体育社团的公共体育服务的监管力度有待进一步加大;CZ市武进区政府购买体育社团的公共体育服务效果评估体系有待进一步健全。基于此,提出了破解对策。
The purchase of public sports services by the government is an innovative measure to improve the way the government provides and perfects public sports services. Through the investigation of Wujin District,CZ City, the background of Wujin District government’s purchase of public sports services is analyzed. The research results show that the main body of Wujin District government’s purchase of public sports services is Wujin District Sports Bureau;the purchase mode is based on contract entrustment and supplemented by public bidding;and the purchase content is mainly characterized by organizing mass sports activities. However, there are some problems with the supply and demand of Wujin District government’s purchase of public sports services: the financial and tax policies of Wujin District government’s purchase of public sports services of sports associations need to be improved;Wujin District government’s purchase method of public sports services of sports associations is single, and the market mechanism needs to be improved;the ways of purchasing public sports services of sports associations by Wujin District government of CZ City need to be further diversified;the purchase process of public sports services of Wujin District government of CZ needs to be further standardized;the supervision over the public sports services of sports associations purchased by the Wujin District government of CZ city in the form of principal-agent needs to be strengthened;and the performance evaluation system of public sports service of sports associations purchased by Wujin District government of CZ City needs to be further improved. Based on this, the countermeasures are put forward.
