陕西省科技领军人才与产业的匹配分析 被引量:3

Analysis on the Matching of Technological Leading Talents and Industry in Shaanxi Province

摘要 人力资源是创新发展的关键,大力吸引和培养科技领军人才已经成为赢得区域竞争优势的战略选择。院士、“万人计划”入选者、长江学者等领军人才作为区域拥有的高端人力资源,分析其与区域产业的匹配程度对于调整产业结构、制定人力资源政策具有重要意义。以陕西省科技领军人力资源为例,分析其在产业技术上的聚集情况,结合区域产业发展规划,分析其与产业的匹配程度。研究发现,目前陕西科技领军人才结构与产业结构不尽匹配,科技领军人才供给不能满足产业需求。应坚持与本地区重点产业相结合出台人才政策,逐步构建与本地区重点产业相匹配的人才结构,让人才集聚与产业发展“同频共振”。 Talent is the key to innovation and development.Attracting and training scientific and technological talents has become a strategic choice to win regional competitive advantages.Academicians,winners of the"10000 Plan"and Changjiang Scholars of Shaanxi province are leading talents.Therefore,analyzing the degree of matching with regional industries is of great significance for adjusting the industrial structure and formulating human resources policies.The study found that the structure of technological leading talents and industry are not matched in Shaanxi,and the supply of leading talents cannot meet the needs of the industry,and there is a certain deviation between actual demand and talent structure,which restricts industrial development.We should combine the introduction of talent policies with key industries in the region,and gradually build a talent structure that matches the key industries in the region,so that talent gathering and industrial development resonate at same frequency.
