融媒体时代的政府公共关系:分析政府信任的第三条路径 被引量:20

Government Public Relations in the Age of Media Convergence: A Third Path to Analyze Trust in Government

摘要 新媒体信息技术革命增强了公众与政府间的互动博弈,改变了政府信任的生成机制和维护途径,加大了"塔西佗陷阱"的形成风险。然而目前对政府信任的分析更多的是从作为信任主体的公众和作为信任客体的政府两条静态路径进行阐释,具有局限性。通过引入政府公共关系作为解释政府信任互动过程的第三种动态分析路径,可以更好地解释政府信任主客体动态交互的政府信任构建过程,进而构建出融媒体视角下基于政府公共关系的政府信任模型,从理念转型、精细服务、强化基层等方面提出政府信任水平提升的策略。 The new media information technology revolution has enhanced the interactive game between the public and the government,changed the trust mechanism and maintenance in government,and increased the risk of the formation of the"Tacitus trap".However,the current analysis of trust in government is limited to two static approaches:one is the public as the subject of trust and the other is government as the object of trust.Government public relations as the third dynamic analysis path is better to explain the dynamic interaction between government and the public during the process of trust-forming in government;then further to build a trust in government model based on government public relations from the perspective of media convergence;and finally to make strategies for improving trust in government from the concept transformation,fine service,and grassroots enhancement.
