摘要
近年来,供应链金融横跨产业供应链和金融服务活动,成为产融结合的重要方式。现有油气产业供应链金融主要依托核心企业信用进行风险定价,由核心企业提供担保占用核心企业授信额;或者由核心企业延伸通过应收账款、预付款等模式,将产业链上下游风险转移至核心企业。在实际运行过程中主要面临着以下4类风险:一是虚假交易风险,二是重复和虚假仓单风险,三是自保自融风险,四是资金挪作他用风险。随着信息科技的快速发展,供应链金融与信息技术融合的趋势也日趋明显,金融科技应用逐渐加深。油气产业供应链金融需要油气核心企业、金融机构、供应链管理平台、上下游供应商的共同合作,利用区块链、大数据、物联网等技术,更好地解决供应链金融交易风险控制难点,共同打造油气产业生态圈,全面增强产业链竞争力,助力油气产业高质量发展。
In recent years, supply chain finance, spanning industrial supply chain and financial service activities, has become an important way to combine industry and finance. The existing oil and gas industry supply chain finance mainly relies on the credit of core enterprises for risk pricing. Or by the core enterprise extension through accounts receivable, advance payment and other models to transfer the risk of industrial chain upstream and downstream to the core enterprise. In the actual operation process, it mainly faces the following four types of risks: fictitious trading risk, duplicate and false warehouse receipt risk, selfinsurance and self-financing risk, and fund diversion risk. With the rapid development of information technology, the trend of the integration of supply chain finance and information technology is becoming increasingly obvious, and the application of fintech is gradually deepening. Considering of oil and gas industry supply chain finance, it need the cooperation of core oil and gas enterprises, financial institutions, supply chain management platform, with upstream and downstream suppliers, by using of block chain, big data, internet of things and other technologies to better solve the difficulties in risk control of supply chain financial transactions, jointly build the oil and gas industry ecosystem, comprehensively enhance the competitiveness of the industrial chain, and help the high-quality development of the oil and gas industry.
