摘要
文章借鉴政府大数据能力模型,提出了影响四个能力维度调节的六个约束条件,形成了适应智库应急情报服务的政府大数据能力支撑,揭示了智库应急情报能力特征及其影响因素,阐述了当前新冠肺炎防控应急的智库运行体系,并从需求分析、序化组织、多源融合进行应急情报资源配置,最后构建了智库应急的情报体系。
The paper discusses think tanks emergency intelligence service from the government's big data capacity model,and to proposes six constraints that affect the adjustment of four capability dimensions,at the same time to forms a government big data capacity,and then to adapted the think tanks emergency intelligence services.The paper also aims to reveal the characteristics of think tank emergency intelligence capabilities and their influencing factors,and mainly expounds think tank operation system for the current COVID-19,in order to conduct the emergency intelligence resource configurations from the demand analysis,sequential organization,and multi-source fusion,and eventually the think tanks emergency intelligence system will be built.
