摘要
从话语传播角度出发,建设中国国家安全全球传播话语体系有其必要性和重要性,国家安全话语体系建设的理论框架、标准要求和行动策略是其基本内容。在国家安全话语体系建设的内容布局上,应着眼于"交际原则"和"交际体制"的统筹系统;在话语体系建设的目标要求上,应追求主体鲜明、体制健全、队伍精良、原则分明等多项指标;在体系建设的组织安排上,应确保高层支持、组织完备、通力合作的制度;在体系建设的方法策略上,应坚持植根本土、放眼世界的方针。
The paper takes a discursive view of national security and highlights the necessity and importance of building a discourse system of China’s national security for global communication. After canvassing the theoretical framework,the standards of construction and action strategies for building the discourse system,the paper argues that,in terms of the scope and content of the project,it is imperative to pay attention to both the communicative principles and communicative institutions. In terms of on the requirements,we should strive for strong identity,adequate institutions,full cooperativeness. As for strategies,we should abide by the principles of local-groundedness and global-mindedness.
