摘要
目的通过对6个省份的现场调研,了解当前我国省、市、县疾控中心存在的问题,以期为制定相应的政策提供参考。方法采用焦点组访谈、关键人物访谈、文献调研等方法收集相关资料,对定量资料进行描述性统计分析,对定性资料进行归纳总结。结果我国各级疾控机构现存问题包括疾控系统人员长期流失严重,各级疾控中心职能定位尚不清晰,疾控中心实施公益一类单位和取消收费项目后出现多方面负面效应,现有利好政策未落实到位。结论建议防治结合导向,调整各级疾控中心功能定位;坚持公益性,建立保障和激励相结合的运行机制;优化政策存量,推动落实已有的激励措施。
Objective To identify existing problems in the centers for disease control and prevention(CDCs) at provincial, municipal, and county levels in six provinces in China through field surveys, so as to provide reference for the formulation of relevant policies. Methods Relevant data were collected by interviews with focus groups and key figures and literature review. The quantitative data were analyzed by descriptive statistics and the qualitative data were aggregated and summarized. Results The existing problems in China’s CDCs at all levels included high staff turnover rate, poorly defined role and functions of CDCs, and negative effects associated with the identification of CDCs as the class I public-welfare institutions and the cancellation of fee-charging programs. Favorable policies for CDCs have not been fully implemented. Conclusions The following proposals were raised: to adhere to the combination of disease prevention and treatment;redefine the functions of CDCs at all levels;retain its public-welfare nature and establish an operational mechanism that integrates assurance and incentives;and optimize the policy inventory, and promote the implementation of existing incentive measures.
