摘要
目的为促进黑龙江省县级公立医院改革顺利实施,不断完善县级公立医院运行机制奠定基础。方法描述性分析方法。结果截至2017年3月,黑龙江省13个地市共有350所县级医院实施了县级公立医院改革,其中公立医院287所,专业公共卫生机构63所;64个县级人民医院三大基本医保收入均呈逐年上升趋势;64所县级人民医院实际占用床日数逐年增多。结论继续发挥医保基础性作用,逐步提升保障水平,确保改革顺利运行;进一步提高财政补偿力度,不断优化改革方案;做好改革方案宣传工作,确保群众就医需求得到满足。
Objective Promoting the reform of county-level public hospitals in Heilongjiang province,improving the operating mechanism of county-level public hospitals.Methods Descriptive analysis method was used in this study.Results Up to March 2017,350 county-level hospitals in 13 cities of Heilongjiang province had implemented the reform of county-level public hospitals,of which 287 were public hospitals and 63 were professional public health institutions;the income of three basic medical insurance of 64 county-level people's hospitals showed an increasing trend year by year;and the actual number of bed-occupying days of 64 county-level people's hospitals increased year by year.Conclusions Continue to play the basic role of medical insurance,gradually improve the level of security to ensure the smooth operation of the reform;further enhance financial compensation,and constantly optimize the reform plan;do a good job in publicity of the reform plan to ensure that the needs of the masses for medical treatment are met.
