摘要
我国国有企业员工持股经过了20多年的探索,在提高和改善国有企业经营绩效方面取得了一些成功经验,但也存在一些瑕疵和不足。本文回顾了员工持股计划的发展历程,结合笔者自身企业员工持股实践,总结了新《试点意见》在落实过程中的几个实施要点。最后强调,员工持股试点工作也是一项长期任务,在试点过程中难免会出现各种各样的问题和困难,需要在实践中不断总结经验教训。同时,应关注和借鉴国际成熟经验,取人所长,避人所短,根据我国自身的情况,及时、预见性的发现问题,并且能够采取正确的方式妥善处理,使员工持股成为有中国特色社会主义经济条件下推动国有企业股权改革,建立现代企业管理制度的实现方式,最终形成可复制可推广的国有企业改革发展模式。
After more than 20 years of exploration,ESOP in China’s state-owned enterprises has achieved some successful experience in improving and improving the operating performance ofstate-owned enterprises,but there are still some defects and deficiencies.This paper reviews the development process ofp lan for employee stock ownership and summarizes several keypoints in the implementation process oft he new"pilot opinions"based on the author’s own practice of employee stock in enterprises.Finally,we should continue to explore the problems in the reform,pay attention to international comparison,judge people by their merits,avoid people’s shortcomings,discover problems in a timely and predictable manner according to our own situation,and be able to properly handle the problems in a correct way so as to finally make employee stock ownership a good way to realize socialist public ownership in our country.
