摘要
2017年9月,国家发展改革委、国家能源局等十五部门联合印发《关于扩大生物燃料乙醇生产和推广使用车用乙醇汽油的实施方案》,明确扩大乙醇生产的目标,并且提出推广使用汽车乙醇汽油的工作意义。2018年8月22日,为发展绿色能源,并消化部分粮食品种过多库存,国务院总理李克强主持召开国务院常务会议,部署确定生物燃料乙醇产业总体布局。通过控制总量,建立公平的准入标准,已充分利用好闲置的产能,并且还要做好粮食燃料生产的布局,推动粮食燃料的生产建设速度,并且建立相应的规范,保证使用效果。目前,我国已在东北三省及河南、安徽、广西、天津全境封闭推广乙醇汽油,在河北、山东、江苏、内蒙古、湖北、广东、山西7个省区的50个地市半封闭推广乙醇汽油。燃料乙醇的推广与应用有利于推动当地粮食加工业的发展,增加新的经济增长点;有利于解决粮食库存问题,切实促进当地农业及农村经济的发展,提高农民的收入,燃料乙醇项目经济效益及社会效益显著。然而,国内燃料乙醇生产技术水平与国外同类装置还存在差距,降本增效仍然是决定燃料乙醇企业命运前提条件,因此,从源头抓燃料乙醇企业成本控制仍是重中之重的事情。本文就燃料乙醇项目前建设过程浅谈成本优化控制,降低燃料乙醇企业建设投资。
In September 2017,the National Development and Reform Commission,the National Energy Administration and other 15 departments jointly issued the "Implementation Plan on Expanding Production of Biofuel Ethanol and Promoting Use ofAutomotive Ethanol Gasoline,’ which clearly defined the goal ofe xpanding ethanol production andproposed the significance ofp romoting the use ofa utomotive ethanol gasoline.On A ugust22,2018,Premier Li Keqiang of the State Council presided over an executive meeting of the State Council to plan and determine the overall layout of the biofuel ethanol industry in order to develop green energy and digest excessive stocks ofsome grain varieties.By controlling the total amount and establishing fair access standards,idle production capacity has been fully utilized,and the distribution ofg rain fuel production should be well done to promote the production and construction speed ofg rain fuel,and corresponding standards should be established to ensure the use effect.At present,our country has closed the promotion of ethanol gasoline in the three northeastern provinces,Henan,Anhui,Guangxi and Tianjin and semi-closed the promotion of ethanol gasoline in 50 cities in 7 provinces of Hebei,Shandong,Jiangsu,inner Mongolia,Hubei,Guangdong and Shanxi.The promotion and application off uel ethanol will help promote the development of local grain processing industry and increase new economic growth points.It is conducive to solving the problem ofg rain storage,effectively promoting the development of local agriculture and rural economy,and improving the income off armers.The economic and social benefits of the fuel ethanol project are significant.However,there is still a gap between the technical level of domestic fuel ethanol production and that of similar devices abroad.Cost reduction and efficiency improvement are still the prerequisite for determining the fate off uel ethanol enterprises.Therefore,it is still a top priority to control the cost off uel ethanol enterprises from the source.This paper discusses the cost optimization control in the pre construction process off uel ethanol project so as to reduce the construction investment off uel ethanol enterprises.
