摘要
目的:通过分析2014-2018年北京市某区被处罚主体为有证医疗机构的行政处罚,了解医疗机构依法执业情况,为今后医疗机构卫生监督工作提供参考。方法:收集北京卫生监督工作平台中北京市某区针对有证医疗机构的行政处罚日期为2014年1月1日至2018年12月31日的行政处罚案件,从行政处罚基本情况、处罚对象构成情况、案件来源、类别、案由、法律适用及行政处罚种类等,采用Excel对数据进行录入和分析。结果:2014-2018年北京市某区共查处被处罚主体为有证医疗机构的行政处罚案件数共595件。行政处罚对象以未定级医疗机构和营利性医疗机构为主。案件来源主要为卫生监督检查中发现,近几年社会举报来源的案件数逐年递增。行政处罚专业类别中,传染病与消毒专业处罚案件数最多,其次为医政专业和放射卫生专业。处罚种类以警告、罚款为主,5年内罚款总金额为155.2万元。结论:今后医疗卫生监督工作应将未定级医疗机构及营利性医疗机构作为重点监管对象,要进一步畅通投诉举报渠道,提高监督人员综合业务素质,创新监管模式。
Objective:According to analyze health administrative penalty cases which punishment object were licensed medical institutions in a District in Beijingfrom 2014 to 2018,to find out the legal practice of medical institutions and provide reference for health supervision work of medical institutions in the future.Methods:We collected the administrative penalty cases of licensed medical institutions in a District in Beijing from January 1,2014 to December 31,2018 by Beijing Health Supervision Platform.Data included the basic situation of administrative penalty cases,the composition of the object of punishment,the sources,the professional categories,the causes of the cases,the application of the law and the types of administrative penalty.Excel was used to input and analyze the data.Results:From 2014 to 2018,595 administrative penalty cases involving licensed medical institutions were investigated and dealt with in the District.The objects of administrative punishment were mainly non-graded medical institutions and for-profit medical institutions.The main source of cases was health supervision and inspection.In recent years,the number of cases which sources were from social reporting had increased year by year.Among the professional categories of administrative penalty,the case number of infectious diseases and disinfection category was the largest,followed by medical administration and radiation health categories.The main types of penalties were warning and fine.The total amount of fine in five years was 1,552,000 yuan.Conclusion:In the future,the ungraded medical institutions and for-profit medical institutions should be taken as the key objects of supervision.The channels of complaint reporting should be further opened,the comprehensive professional quality of supervisors should be improved,and the mode of supervision should be innovated.
