摘要
随着核技术的广泛应用,辐射安全管理在高校教学和科研工作中的重要性日益凸显。通过分析高校在放射性同位素和射线装置安全管理方面存在辐射安全知识缺乏、环评审批手续滞后、设备及人员台账维护不及时、场所分散、管理困难等问题。结合学校辐射安全管理的实践,对辐射宣传教育、安全文化、全生命周期管理、辐射档案、安全防护等方面的科学管理方法进行探讨,为高校辐射安全提供新的管理思路。提出各高校应当从维护稳定的高度认识辐射安全管理的重要性,不断拓宽辐射宣传途径、促进辐射安全文化建设、定期维护“全国核技术利用辐射安全申报系统”、提高防护与管理的信息化水平、遵照技术指标和操作规程进行使用,杜绝辐射事故的发生。
With the extensive applications of nuclear technology,radiation security and management are becoming more and more important in science and engineering laboratory of colleges and universities teaching and scientific research.By analyzing the existing problems in the management of radioactive isotopes and irradiating apparatus in colleges and universities,for example,the lack of radiation safety knowledge,the delay of EIA approval procedures,the difficulty of decentralized management of equipment and personnel.Combined with the radiation safety management practice of Nankai University,several important measures such as the publicity and education,safety culture,whole-process management,radiation documents,safety protection are explored.The measures are proposed so as to provide a new idea for the radiation safety management in colleges and universities.Based on the study,we eventually raised up that all colleges and universities should understand the importance of radiation safety management from the perspective of maintaining stability,continuously expand the channels of radiation propaganda,promote the construction of radiation safety culture,regularly maintain the national nuclear technology utilization radiation safety declaration system,improve the information level of protection and management,and follow the technical indicators and operational procedures to prevent the occurrence of radiation accidents.
