摘要
设备招标的标前管理是整个招标全生命周期流程的关键,是整个生命周期设备招标的基础。标前管理包括经办人员的多方沟通、购买设备的市场充分调研、经费到位情况等,是顺利完成招投标活动的重要保障。但在通常的招标中存在不少弊端:前期准备资格审查不到位、招标文件编制不准确、现场变更技术要求、招标文件与合同的潜在风险控制、与用户沟通不够充分等问题。为规范招标活动,首先高度重视标前管理(设置招采专员制)、提前介入标前管理、严格预审各种投标资质、提前制定相应的应急预案、控制好招投标流程的关键环节等。使招标工作遵循“三公”原则,保证项目质量,提高经济效益,预防腐败行为。
Pre-bidding management of equipment bidding is the key to the whole bidding life cycle process.Pre-tender management includes multi-party communication among operators,full market research on equipment purchases,and the availability of funds.It is an important guarantee for successful completion of bidding activities.However,there are many drawbacks in the usual biddings:inadequate pre-qualification examination,inaccurate preparation of bidding documents,site change of technical requirements,potential risk control of bidding documents and contracts,inadequate communication with users,and so on.To standardize bidding activities,firstly,we should attach great importance to pre-tender management(setting up the system of commissioner for recruitment),intervene in pre-tender management in advance,strictly pre-examine all kinds of bidding qualifications,formulate corresponding emergency plans in advance,and control the key links of bidding process.Tendering work should follow the principle of"Three Goods"so that project quality can be guaranteed,economic efficiency can be improved and corruption can be prevented.
