摘要
高校更好落实党管人才原则,不仅是贯彻国家人才工作要求的需要,也是"双一流"建设背景下各地院校增强自身核心竞争力的需要。但当前地方高校"党管人才"工作还存在一些问题,比如党管人才体制机制不健全、高层次人才思想政治教育缺失、党建工作落实不到位等。根据党管人才主要管宏观、管政策、管服务、管协调要求,地方高校应做好以下3方面的工作:一是结合新形势新要求,高度重视人才思想政治教育,不断完善党管人才领导机制,进一步加强高校党的建设;二是不断优化人才政策,加大人才引进力度,完善人才培养机制和使用机制,进一步激发高层次人才效能;三是营造良好的人才发展环境,加大人才工作经费投入,进一步健全人才服务保障体系。
To meet the requirement of national talent work and satisfy their own need of core competitiveness enhancement against Double First-Class initiative, it is necessary for colleges and universities to better adhere to the principle of talents under the Party management. In this view, the paper first analyzes achievements and problems in implementation The Party’s management of talents in local colleges and universities, such as imperfect system and mechanism for implementation the Party’s management of talents, a lack of ideological and political education for high-level talents, and inadequate fulfillment of Party construction etc. Meeting requirements of talents under the Party management from the aspect of macro level, policy, service and coordination, it further develops three strategies: First, we should continuously improve the Party’s management of talents mechanism and promote the Party construction in colleges and universities by highly emphasizing ideological and political education for high-level talents against new background and requirements. Second, we have to further increase efficiency of high-level talents by optimizing talent policy, strengthening talent introduction and making mechanism of talent cultivation and utilization perfect. Third, we should develop a sound talent service and support system by increasing talent expenditure and creating a favorable environment for talent development.
