摘要
国家创新驱动发展战略提出后,高技术产业发展又一次引起普遍关注。研究在高技术产业分类基础上,采用对比分析法、贡献分析法、投入产出法、回归分析和DEA分析等方法,分析高技术产业的发展现状、创新投入和产出效率及其对国民经济发展的影响,研究发现高技术产业人力财力等投入不断增加,企业平均利润逐年增长,电子及通信设备制造业是整个产业的主力,高技术产业产品出口规模位居世界第一,地区之间发展极不平衡,产业综合投入产出效率不高,尤其是经济转化效率急需提高,高技术产业对国民经济发展的贡献呈线性增长等结论,提出要充分发挥政府宏观调控职能,建设“政产学研金”体系,保障高技术产业高效发展。
After the national innovation driven development strategy was put forward,the development of high-tech industry once again attracted general attention.Based on the classification of high-tech industries,this paper uses comparative analysis,contribution analysis,input-output method,regression analysis,DEA analysis and other methods to analyze the development status and innovation input and output efficiency of high-tech industries and their impact on the development of national economy.It is found that the investment in human resources and financial resources of high-tech industries is increasing,the average profit of these enterprises is increasing year by year,and the electronic and communication equipment manufacturing industry is the main force of the whole industry.The export scale of high-tech industry products ranks first in the world.The development between regions is extremely unbalanced.The comprehensive input-output efficiency of the industry is not high,especially the efficiency of economic transformation needs to be improved urgently.The contribution of high-tech industry to the development of national economy shows linear growth.It is proposed to give full play to the macro-control function of the government and build a system integrating the efforts of the government,the industry,universities and research funds to ensure an efficient development of the high-tech industry.
