摘要
基于2016年的实际数据和2020年的目标数据,构建了以城市可持续发展评价为目标层,以生态经济、生态空间、生态环境、生态人居、生态文化、生态制度为准则层的评价指标体系,利用综合加权指数法构建了基于生态文明建设的城市可持续发展评价定量模型,实证分析北海市基于生态文明建设的城市可持续发展现状。研究发现:北海市城市可持续发展整体情况较好,但生态文明建设子体系差异较大,生态经济、生态文化和生态制度的建设有待进一步加强。据此,提出转变经济发展观念以优化产业发展结构,重视生态文化建设以提高城市综合实力,健全生态文明制度以加强环保执行力度等对策,以推进城市生态文明建设和可持续发展。
Based on the actual data of 2016 and the target data of 2020,an evaluation index system is constructed,which takes the evaluation of urban sustainable development as the target layer and ecological economy,ecological space,ecological environment,ecological residence,ecological culture and ecological management system as the criterion layer.A quantitative model of urban sustainable development evaluation based on ecological civilization construction is established by using the comprehensive weighted index method.An empirical analysis of the urban sustainable development in Beihai is conducted based on ecological civilization construction.It shows that the overall sustainable development of Beihai is good,but the sub-systems of ecological civilization system are quite different.The construction of ecological economy,ecological culture and ecological system need to be further strengthened.Accordingly,this paper puts forward some countermeasures,such as changing the concept of economic development to optimize the structure of industrial development,attaching importance to the construction of ecological culture to improve the comprehensive strength of the cities and improving the ecological civilization system to strengthen the enforcement of environmental protection so as to promote the construction and sustainable development of urban ecological civilization.
