摘要
围绕“高风险”的市场条件和“甲方掌控”的必要性展开,分析了在几内亚特殊市场条件下,甲方控制对保障项目物资供应和施工进度、以及成本控制的积极作用。苏阿皮蒂水电站于2016年开工建设,是几内亚迄今为止开发的最大水力发电项目,工程量大、工期紧,如何保证主材物资供应是难点之一。经实践证明,甲方在物资供应中的深度参与能够对项目顺利开展发挥积极作用,保证了主材物资供应和施工的顺利开展,同时也降低了项目建设成本。
Based on the market conditions of“High risk”and the necessity of“Controlling by Party A”,the positive effects of Party A s control on material supply,construction progress and cost control under the special market conditions in Guinea are analyzed.The construction of Souapiti Hydropower Station starts in 2016 and it is the largest hydropower project developed by Guinea so far.With a large amount of construction quantity and tight schedule,the supply of main materials is always one of the principle difficulties.It has been proved by practice that Party A s deep participation in material supply can play an active role in the successful implementation of project,which ensures the smooth development of material supply and project construction,and also reduces construction cost.
