摘要
人类社会加速由工业文明步入数字文明新时代,对于数字文明所依托的网络空间,各国都在加紧布局。梳理日本旨在实现价值的网络空间经济治理沿革和旨在管控风险的网络空间安全治理沿革可知,公权力在公共部门得到加强,民间部门在延续“自律性”原则,日本政府通过一系列规制改革,完善法律、法规、标准等举措,促进新业态,创造新价值,努力打造多主体有机协作的自律性可持续发展网络生态系统。这是日本与美欧间长期合作与博弈、多轮政策协调的结果,未来,日本势必在这一动态系统中综合权衡经济治理、人权治理、安全治理诉求,在国际协调中寻求自身利益的最大化,这是日本未来网络空间治理战略的核心导向。
Human society is accelerating from industrial civilization into the new era of digital civilization,and all countries are stepping up to layout for the cyberspace on which digital civilization depends.In the evolution process,Japan aims to realize the value of cyberspace economic governance and to control the risk of cyberspace security governance.On the basis of the above two clu es,we can know that public power is strengthened in the public sector,and principle of"self-controlling"is sustained in the nongovernmental sector.In addition,through a series of regulatory reforms Japanese government has improved the related law s,regulations and standards to promote the new business formats and create new value.Japan is striving to build a self-regulatory and sustainable cyber security ecosystem which reflects effective collaboration among multiple actors.This is the result of long-term cooperation,game and multiple rounds of policy coordination of Japan with the United States and Europe.In the future,Japan is certainly going to balance demands of economic governance,human rights and security governance in this dynamic system.The code guidance of Japan s future cyberspace governance strategy is to seek the maximization of its own interests in international coordination.
