摘要
网络社团的兴起依赖于信息技术的蓬勃发展,植根于社会转型的剧烈变迁过程。尽管目前尚处于零星、分散的不稳定发展阶段,网络社团却具备成长为社会治理重要参与主体的潜力,已经呈现出拓展线下实践、强化内部联结、聚焦公益目标、增进政社合作的发展逻辑和行动倾向。进一步推动网络社团健康有序发展,必须在坚持底线思维、严防社会风险的基础上,优化制度空间,鼓励社会创新;强化公益属性,保障资源支持;推动组织整合,形成规模效应;培育核心成员,夯实支撑力量。
Depending on the rapid development of information technology,network community has achieved continuous growth in the context of social transformation.Although still at its beginning,network community has a potential to participate in social governance as an important actor,which is now tending to expand offline practice,enhance the unity of internal members,serve the public interest and promote cooperation between government and the public.For network community’s healthy and orderly development,the bottom-line supervision should be strengthened to prevent social risks.What’s more,favorable institutional environment should be optimized to encourage social innovations.More resources must be put into the network community to maintain its normal operation.It is necessary to combine small and dispersive network communities to form powerful forces.In the end,core members should be fostered to be the backbone power in the network community.
